Resale total = (ask + processing fee + shipping) × (1 + sales tax). The fee is the percentage or the minimum, whichever is higher. Retail total = retail × (1 + sales tax) + retail shipping.
"Highest ask that still beats retail" works the math backwards: bid or buy at or below it and you pay no more than the store would charge.
